A Midsummer Night’s Dream, Act 3, Scene 2. This is Puck’s response when Oberon commands him to "go swifter than the wind" to find Helena. The Tartars were fierce warriors and archers from central Asia. With his magical speed Puck is able to travel faster than a Tartar’s arrow.
